I believe birds can tell if there's a potential fish underwater by how the light refracts (or bounces) off the surface of the water. How they see fish in muddy water is unclear, but the fish may need to be in the water and poke around with their beaks or even go under water to find the fish versus seeing them from the air while flying around. "For the local birds along the Fraser River there is some evidence that suggests they use their beaks to feel for fish when the water is not clear.
